Regular meeting was called to order at 7:07 pm on June 10, 2010 by Mayor Ron Honsicker.
Council members in attendance were: Shirley Pennington, Wendell Kinney, and Carl Foultz.
The pledge of allegiance was not recited as the meeting was held in the new
engine room due to the floors being stripped and waxed in the main hall.
Total number in attendance was a total of 20, 3 of those being guests.
Reading of the minutes by Shirley Pennington. Motion was made by Wendell and 2nd by Carl to accept the minutes as read.
Treasurer’s report was read by Carl Foultz. Motion was made by Wendell and 2nd by Shirley to accept the treasurer’s report as read.
Kevin Warren of Warren Engineering came to speak about the energy audit that they performed for the town. The town will get a grant of $20,000.00 toward energy upgrades. Kevin explained what has already occurred and handed out a report for us to review. He briefly explained the audit report and answered any questions that we had.
Ron let council and the floor know that Bob had to have a triple bypass and was recovering.
Committee Reports:
Budget –Pete needs a list of duties for the tax collector.
Streets –$6,400.00 to $11,340.00 were the figures given by Wendell of the three estimates that he received for the repairs of the hole in the streets. A discussion took place and someone reminded us that cheaper is not always better. A motion was made by Shirley and 2nd by Carl to go with the repairs not to exceed $11,340.00 also giving Wendell the authority to decide on which paving company to go with.
Signs – To be put up after Bob recovers.
Board of Adjustments – Kyle reported that the hearing was held and everything turned out well.
Code Enforcement – Jack questioned the new permit fees. Demolition would be $50.00 which is the basic fee. A motion was made by Shirley and 2nd by Carl to add an additional $25.00 for demo fee.
Old Business:
Reimbursement for Snow – Shirley met with FEMA on May 28th and found that we were eligible to turn in $2,860.00 of our costs. We should be reimbursed for 75% of that total.
Drainage – There was some work done today clearing out the culverts. Sonny has located the catch basin at the church.
Town Hall – Is on hold for now.
Channel Dredging – There is a new person in Carper’s office who is now working on it.
Regulation on Rental Properties – Shirley will be typing rough draft for the next meeting.
Big Thursday –Judy gave an update and said that she was in need of money to help with the costs. A motion was made by Shirley and 2nd by Carl to give $500.00 toward the event.
Mosquito Control – Shirley reported that we were sprayed the end of May.
She will continue to make calls to keep us on the list to be sprayed.
New Business:
After legislation that was passed Mayor Ron can now marry people in the Town of Bowers.
Hazard Mitigation – There will be a workshop held on June 28th.
Our insurance premium went down after switching to a new carrier.
Carl read a letter that he will be running for office again.
Ron then spoke about his position coming up for re-election as well. He asked if he would have everyone’s support if he ran again. Everyone assured him that he would.
Things Ron would like to see moving forward:
The planning committee reestablished.
Programs to create revenue
Start planning for the future
Flood Ordinance needs to be redone
Update the zoning ordinances
Kent County needs to enforce life safety codes
Start cracking down on properties that were upgraded without permit
Beach Replenishment
Channel Dredging
Shirley stated that she would be submitting her letter as well to run again.
There was a question about if anyone would be adversely affected by the increase of property taxes. Ron said that it should not have an adverse affect on anyone.
The deadline to submit letters to run for council is July 26, 2010. These letters of intent need to be turned in to the Secretary, Shirley Pennington.
Open discussion for July:
Drainage on Bayshore – Kyle would like to discuss this matter.
Pete stated that he would like to replace the ladder on the town dock at no cost to the town.
There being no further business a motion was made by Wendell , 2nd by Carl to adjourn the meeting @ 8:16 pm.
